About Mark Quinn

Mr. Quinn is the Executive Director of the Greater Newark Business Development Consortium. He began his professional career on Wall Street as an Examiner with the National Association of Securities Dealers. He then worked in Pensions with a major insurance company and as a securities registered representative.

His career in small business development and community development finance spans more than 20 years. He managed public sector loan funds for urban commercial real estate development and small business development totaling $60 million and created an entrepreneurial development program.

He has also served as Executive Director of economic development and community development organizations where he administered programs that built the capacity of small businesses, managed the acquisition, renovation and leasing of 120,000 sq ft of commercial real estate, and implemented various community supportive service programs. Other real estate development activities include serving as a Senior Project Manager for a HOPE VI project that involved constructing 144 residential units, 12,000 sq ft of commercial space, and obtaining more than $15 million in low-income housing tax credits. He then joined GNBDC which administers microloan and small business loan programs, entrepreneurial training, and small business counseling.

His teaching experience includes instructing college level courses in marketing and personal finance, and most recently he taught “Ethics in Finance” at Rutgers Business School.

He serves on the Board of Directors of the Greater Newark Charter School, and Civic Specialty Hospital in Memphis, TN.

Mr. Quinn received his BA in Urban Studies from the University of Pennsylvania and an MBA in Finance from Rutgers University.
